Re transferring of licences:
 
I am assuming that whatever is written in licence agreements - and from
people's comments that seems also open to interpretation - that in practice
Borland/Codegear Embarcadero would take a pragmatic viewpoint. 
 
The comment that was made before seems to me to be the most definitive -
that is if a licence has never been used on a PC or for an upgrade, that it
is effectively unused and might be sold.   No problems if in such a case you
have to get an OK from Borland etc.
 
>From previous comments I have seen here over the years about reinstalling
your current version of Delphi on a newer PC it seems most people find
Borland etc reasonable in such cases.
