I think that one of the issues is that the cost of that license contributes towards the lower cost of future upgrades. So if I have Delphi 3, for example, and subsequently upgrade it to Delphi 5, then I can't legally sell Delphi 3 because it is the ownership of it that I had the right to upgrade at a lower cost.
Now, taking that a step further, the person who buys Delphi 3 could then attempt to upgrade that version to Delphi 5 as well - and now the producer/reseller is *definitely* out of pocket.
So, as you can see it's not a simple case of keeping track of who has which version right now, it's also a matter of tracking which licenses have been used for upgrades, and to which version.
