[DUG] Sending SMSs

We actually use both an android app that we wrote (runs as a lightweight
web server that we call) and an external provider.

The app is used as a backup that sends us an sms if the external provider
is down for some reason (more likely because our access to the third party
is down for some reason).

The routine texting is done by an external provider (onewaysms.co.nz).

13 cents per message or less depending on qty.
