It's intended for people starting an idea/product/etc. ie. before they start selling. If they have a real, viable revenue stream they need to upgrade.

As someone just posted on the ADUG list, this is aimed at "home use only or the guy just starting a business out of his bedroom." Bedroom aside, that's the target market.
