Intraweb is still around, I wouldn't recommend it for a greenfield
development, but if you've got a lot of Delphi code you want to reuse
then it can be worth while - haven't built anything big in it however.

The other technology is WebBroker - which I've never managed to get my
head around. You can also build a REST server very easily as a back end
and front end with JavaScript, HTML and CSS - which would probably suit
small apps.
With Prism you can pretty do everything C# can do - so some sort of
ASPish thing would be a good option (MVC2?), but I have no experience in
this area.
