We've been using the Webhub line of products (www.href.com) on top of
various versions of Delphi since 1996. Very happy with it,
wonderfully supported.

Latest version includes XE2 support (incl. 64 bit), interfaces with
Dreamweaver for the more graphically-oriented site designers and
maintainers, and is just plain productive, comprehensive, and
reliable.
