[DUG] D2006 comments

It happens when you unpin a window and then select it but don't focus
on it. Then you select the tab to expand it again. Something like
that. It's reproducible and in QC. It isn't limited to the Object
Inspector but any unpinned window in the IDE.

It's been there since D2005 and I find it very poor that the bug still
exists in D2006.
