The answer is a simple "No". Don't let the "Windows" bit fool you.

I downloaded this a while back and had a fiddle. The question is, how
compatible is the windows on cells and is MS working to be more compatible
or redefining things again for the phone specifically.
I have Android at present and it is great, but I have a PC, tablet and phone
and I would like to combine the Phone and Tablet into one. I think a stylus
is then a must for the small screen. Have you every tried to work a
spreadsheet on your phone ?
Oh what I would do to have Office97 on my phone.
Back to the main question, do you think a Delphi 6 app will work on a
Windows 8 phone ?
