[DUG] RTL problem

Some answers on no particular order:
- You will need the RTL file if "Runtime Packages" are being used.
- BPL entry point issues typically arise when you have a mismatch between
the build of a package expected and that which is actually found.
- On the working machine, look for alternate/different versions of
rtl60.bpl that may be floating around and try using those if present on the
machine that isn't working.
