The ini file method is more for non-developers that need an easy method.
You probably want to use the registry for this

Subject: [DUG] How to replace a file currently in use (Windows)

Hi all

I remember there was a simple way to tell windows (I think it was a copy
command) that on the next reboot file x should be replaced with new
version of file x. I did a quick search but didn't see it (there is
something the Microsoft mentions but it is not officially supported and
involves editing a ini file (http://support.microsoft.com/kb/139086) ).

I just wondered if anyone here knows what it is :)

Thanks
Rob
