I've researched similar annoying Delphi slowdowns with some of our
laptops here and eventually tracked it down to incorrect registry
settings causing the machine to run low on kernel paged pool and also
defeat the file system cache.

Out of curiousity, what is the value of this registry key on your
machine:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\Session
Manager\Memory Management\SystemPages
