We addressed this issue many years ago around the time of Delphi 3, then there were a number of Delphi 1 programmers ( 16bit remember ) who were being "kept" in the 16bit world ( Delphi 1 )supporting large corporate apps developed in that environment.
The recommendation given was to take charge of your own life, professional development, and future. Rather than depend upon an employer ( different objectives remember ) to plan your growth as a programmer / developer.
Invest in yourself.
In the current climate there is also less employer - employee stability / commitment, so I'd say the advice is even more relevant now.
You may need to go back to tech / university ( part time of course ) and upskill. Learn also more of the skills such as Project Management, documentation, Systems Analysis and Design (SAD) which will all be far more relevent now with some real world experience under your belt.
Gain some skills in "other" worlds, eg Java, .NET, and the Web languages - Web Application Development is a good course.
Also try some Webmaster or Networking courses to build knowledge of the underlying real work environments in which your software will operate. If you are really keen on internet and networking, then Cisco training is also good.

PS: I remember a happy end for some of the D1 guys who approached their boss and negotiated a sharing with the D2 / D3 guys, so they all got to keep up with the latest skills. Just a matter of standing up for yourself.
