[DUG] Luxena DBExpress Drivers now open source

Luxena (www.luxena.com) who creates DBExpress drivers for Informix have
jumped ship (officially they are changing commercial direction).
Instead of leaving us all in the lurch though have thankfully decided to
release their drivers as open source.
