IMHO a common vcl only works for a niche set of applications; where you are targeting desktop apps with similar screen sizes and users who aren't too fussy about ui details.  E.g. vertical apps, in house apps etc.

Once you decide to target a mobile device, or the web, you need to redo the ui to cope with the screen size/conventions/restrictions etc.  And if you have to redo the UI anyway, you don't need to use the same vcl.

I have written a few cross platform apps, and I always end up with the logic separated out and a new ui written for each platform.
