I forgot to mention also that as well as potentially different framework
version requirements, the Delphi IDE uses components of the .NET *SDK*, not
simply the Framework.

So even if you do have the appropriate .NET Framework itself installed, if
you do not have certain components of the .NET SDK then the Delphi/RAD
Studio installer will install those as pre-requisites.
