[DUG] A change in upgrade policy coming from Embarcadero

Yes - it would be really good to see a list of bug fixes from previous 
version, though I confess that I havent got close enough to considering 
the upgrade to actually look for such a list.

I'll say. But I think that ball was dropped with "Inprise" and they have 
never be financially strong enough since to really pick it up.
