Because you need to release your source code under the gpl, or buy a commercial license.

You can use MySql for web apps as they are not "distributed" and thus don't need to be released under the gpl.  I think, IANAL and I avoid the gpl like the plague.

Don't use MySQL for a commercial app. You'll have to GPL your own app to use it. Use Postgres or Firebird if you want non-MS. Firebird support is in Delphi 2010 (not 2007)?
