[DUG] component for callout/annotation ?

I am wanting to add annotation capability to a graphing program by 
giving user ability to place callouts with arrows to the text to a 
specific point on a graph. Before I reinvent wheel, I have anyone seen a 
component for doing something like this before I start creating a class 
from Tshape or similar?
