This topic is best covered by the css tutorials at www.sitepoint.com.

You will need to have a graphics tool such as photoshop, fireworks, gimp etc to produce the graphical elements, but also a good grounding in web design - HTML, CSS, and javascript to produce this sort of website presentation.

There are many sites that offer tutorials also-  www.w3schools.com is a good place to start. Also www.webmonkey.com.

Be prepared to invest some time. Or do a course at your local Polytech.

As a starter, do a view source in your browser, go through the HTML code, find the css files and learn from them. Use Firefox and install the web developer toolbar and firebug addons. They allow you to analyse site easily.
