Not to offend anyone, my collegue gave me some text from Borland user group
from John Kaster.

As has been said repeatedly on these newsgroups, and specifically to you in
the past IIRC, this is not true. Anders and I have both agreed that the
license is confusing, but reselling a product license is still permitted and
detailed in the license agreement. Please stop spreading misinformation.

Dear Richard,

You have posted here in past years that licenses can be arranged to be
transfered if it is clear they have not been used for upgrades, or a
company/individual is going rigth out of Delphi, or purchased too many
licenses in the past.
