[DUG] Compile via command line

In addition to the other two replies.  If there is a project.cfg file 
present, it uses this in preference to the dcc32.cfg.  The only idiocy 
from D7 onwards is that the ide keeps fiddling with this file.  So I 
keep a copy of it which I copy over in a batch file before doing the 
compile.
