I use Clever Icons (www.clevericons.com.au) for my custom images.
Although they don't have a set of toolbar icons yet (too busy with
custom work apparently). They have small icon set you can download.
For off the shelf stuff you can try:

There is another really cool one but I can't remember the name of the
site now. It starts with V though. hmmm...
I also purchased this product:
http://www.axialis.com/iconworkshop/
It comes with (and you can download) "objects". Then you can design
your own icons using these objects. Which is pretty cool.
Don't know if the objects come in the cheaper version.
Most of the ones listed have free sample sets. I find I can actually
get by on those usually.
