If themes are enabled you are best off searching for a 3rd party
alternative. The theme engine (in XP) doesn't support Bottom, Left or
Right positioned tabs. In Vista, the theme engine supports Top and
Botttom (IIRC - could support left and right as well, I'm unsure)
positioned tabs.

As to the first problem, I believe there is a QC item for that, but I
can't find the report at the moment.
