[DUG] Software for creating Icons

What software are people using to create Icons?

 I have been using DISPLAY to convert files to .ico's but it hasn't been 
modified since about 1996 and doesn't work very well with my laptops.  
I'm after 24bit icons.  It would be nice to provide the different 
resolutions as well (does anyone know how to do this?)
