[DUG] Initialization order in BDS2006

I'm trying to port three large applications from D7 to D2006.  Two work 
fine (at least as can be expected) but the third is giving me some 
grief.  There are a couple third party components that have to be 
initialized in a particular order - which happens fine in the first two 
applications but not in the third.  I can't work out why the 
initialization is now reversed.  Even if include the unit that needs to 
be initialized first high up in the project file it wont work 
correctly.  Has anyone come across this before?  Do I need to be more 
specific?
