Yes - that is correct. It is just .NET 2.0 with a bunch of addons
(around the graphical development environment and the windows
communication framework - a replacement for MSMQ I believe). 

That said, there is often "in" IDE stuff that exists to make this stuff
easier to use - and even VS.NET 2005 doesn't have that at the moment,
they still have to use the new stuff the "hard way".

My understanding is that .Net 3.0 is just 2.0 with a bunch of ad-ons for
vista (in particular the visual stuff).  But I'm sure someone out there
can clarify this a bit more.
