IIRC all that upsizing crap came out with Access 2000 in order to
further embed the access worm in business systems, and therefore support
full MSSQL. I think the plan was this..IT departments had defended their
fiefdoms from user driven Access applications by saying that it was a
lightweight, ie no Database Server Backend, when M$ launched MSDE (which
is cleverly crippled so that it would have minimal effect when used as
an Access backend) they added into Access 2000 the "upsizing wizard"
which would remove this objection by the technocrats
That was the plan anyway
From the access 2000 help
Share only the tables in the Access database
You can put only the tables on a network server, and keep other database
objects on users' computers. In this case, the Access database's
performance is faster because only data is sent across the network.
Also, users can customize their forms, reports, and other objects for
their individual needs and preferences without affecting other users.
M$ have never suggested that Access is non multi-user
