[DUG] Unicode Failure

I have a user complaining of the following error when running my app.

"Unicode Failure: The Microsoft layer for Unicode failed to
initialize...Please re-install"

Goggling only provides a handful of sites and nothing useful for 
resolving
it.  I'm guessing there is something wrong with his Windows install. 
What you
others think?

I'm not sure what Windows version it is at this stage but thought I'd 
check if anyone knows anything about it.
