The DevExpress Bars had problems with both frames and inheritance when I
last looked at them. That was partly because of their architecture but also
largely because a lot of things where implemented as collections which have
inheritance issues. That was a couple of years ago under Delphi 5. They may
have fixed the problems since then or it may have been only Delphi 5 had
problems.
As I have said before I find DevExpress excellent in general so the problems
I had with the Bars surprised me.

I'd look at DevExpress or TMS if I only need native win32 support.
You may also want to look at the ActionManager stuff included in newer
versions of Delphi (D6 onwards). In D2006 the components are quite
usable now.
