What is the difference between Turbo Delphi Pro for Win32 and Delphi 7? Is
that just rebrand? If so, why not pay to get Turbo Delphi Pro for Win32, if
you already have Delphi 7.

Well, it is one version and you can't use any others (and wouldn't want
to, 2 of them is > than the pro price for BDS). If you just do Win32
Delphi for example, Turbo Delphi Pro for Win32 is the best option.
