Under Australian Anti-Spam law (which is where the email is sent from), you are not allowed to do that.  You have to have joined the opt-in list. We sent an email out a few years ago saying if you want email from us, please opt-in. If you didn't, you don't get email from us now.
 
Not even sure where that is now...

What I can not understand is why people registered for previous versions of Delphi like 2005 don't get an email from Borland with such offers, I don't think I ever have consistently seen anything form Borland.
 
They have surely been missing out sales through this over the years.
 
And I've been registered since Delphi 3 c/server.
