D2006 doesn't ship with the image editor anymore. If you just delete
the RES file it should be recreated for you. Don't forget that the res
file also contains your version information so you may not want to
delete it.

Colin Wilson has a resource editor if you want to modify the RES file
yourself. It is on the partner companion DVD that ships with delphi.
