I think you need to look at who wrote that article / SEC filing. (what
is an SEC filing?) It was some employee of Robert Coates, and is
probably slightly biased in favour of his best interest. However, this
doesn't mean that it is rubbish, just that it may not be the whole
story, and in places is possibly speculation by a very self-interested
party, as opposed to straight fact.
Also, what are Coates' motivations for trying to buy Delphi for more
than it is worth? I suspect he thinks it is or can be worth more. He is
a businessman, not an altruist. Perhaps Borland know what he knows and
intend to take it in the same direction. Perhaps he also intends to
profitably run it into the ground.
I am not saying it is not the first toll of the bell (or second, third,
one hundredth), just that I do not know how much to trust it.

Basically Robert Coates has tried to buy Delphi from Borland for US$150m
(way more than it's probably worth). The Borland Board has said NO,
seemingly without much thought on the matter, because Delphi "is a cash
cow" and not because they have a grand vision for it. Borland seem to
be winding down Deploy based products and transferring staff internally
away from this and related areas. As a result:

Deploy groups. Several
top people have already resigned, and Mr. Coates has been informed that

have offers for employment elsewhere...."
Not good. Is D2006 going to be the last potentially decent version?????
