Definitely, at least then you will know whether it is network related.
Your firewall isn't blocking the port is it? Have you tried with both the
integrated client and the Win32 client on you workstation?

I guess you've verified it has started correctly. I have seen a couple of
times where the server said it was running and it wasn't. I needed to reboot
my machine (I have the server on my dev machine). Even after reboots it came
up that it was running. Trying to shutdown the server failed when it was in
this state.

Can you stop and restart the server?
