[DUG] Date Time conversion of 0

It will be the shorttime format. One will be hh:mm:ss  the other will be
HH:mm:ss

If I call TimeToStr(0) on some machines I get 0:00:00 which is great, but on
other machines I get 12:00:00.

Can anyone shed any light on this?
