1/ If you are a beneficiary, replace the dollar (Social Welfare 
emergency grants)

2/ If you have children, make you a beneficiary by filling out a form 
and then replace the dollar (Family support)

3/ If you are a Policeman doing your job, pocketing the dollar on the 
instruction of the PM you would end up in court (Dip Prot Squad)

4/ If you took the dollar and built a house based on government 
guidelines and the house leaked the government would spent $60,000,000 
contesting its liability. (BRANZ, BIA)

5/ If you were a minority, working in an educational institute the 
goverment would give you an additional $70,000,000 to spend with your family
