I think the point was that no one will bother taking a dollar to the police
because in all seriousness no one will ever come forward to claim it - I
mean if you drop a dollar then do you go the police station to ask if anyone
has handed it in? You may not even notice it has disappeared.
Whereas if someone finds a hundred dollars then I would say a reasonable
number (possibly no longer a majority but that's a different debate) of New
Zealanders would make some effort to find its owners (assuming it seemed at
all feasible).
